Notes: Fr. Luis Eugene De Francisco was an ordained priest for the Diocese of Cali, Colombia and worked for multiple parishes in Florida, Texas, and California. Fr. De Francisco was the subject of complaints by parishioners at three separate parishes for “association with their children.” In 1963, Fr. De Francisco was arrested on charges relating to child sexual abuse. Authorities agreed to drop the charges against Fr. De Francisco as long as he immediately left the United States and never returned. Fr. De Francisco was included in the Diocese of San Diego’s list of priests where the Diocese has received a credible allegation involving sexual abuse of a minor. Fr. De Francisco reportedly died in approximately 1990. His whereabouts, status as a priest, and whether he had access to children from approximately 1964 until his death are unknown.
